When I first saw that poster in your article, I wasn't sure whether it was a genuine poster produced by charedim or an ironic poster intended to satirize their draft-dodging. This uncertainty underscores the gap that separates us. I'm sure how to bridge it.
It should also be mentioned that the kollel students get their stipend for the bein hazmanim months as well, even if they're not learning. At least I did.
Around 30 years ago, I learned in a kollel that followed the Mifal HaShas program. There are 4 tracks:
1) 20 daf of Gemara a month
2) 30 daf of Gemara a month
3) 10 daf a month of Orach Chaim/Yoreh Deah
4) 8 daf a month of Even HaEzer/Choshen Mishpat.
After 3 months, there is a review exam over the past 3 months of material.
Our Rosh Kollel said, "There's no bein hazmanim in Mifal HaShas."
What did they do in Tishrei/Nisan/Av? They reduced the quota by 1 daf: 9 daf of Orach Chayim/Yoreh Deah instead of 10, etc. Instead of clocking in as with the other months, the student had to find the time over the month to complete the quota of learning.
Of course the big problem is the majority who are not totally dedicated to full time learning. Then high school pupils, university students , teachers, university staff have longer vacations. I agree for some army service during bein hazmanim. My main point , I don't begrude true learners who don't have much olam ha ze longer vacations
Look what this situation has reduced you to - writing bitter paragraphs begrudging people vacation. The problem isn't that some _aren't_ subject to the graft, the problem is that all _are_ subject to the draft. End the draft for everyone. If that means there aren't enough soldiers, then the government will be forced to negotiate political settlements.
The State of Israel is supposed to provide safety and flourishing for Jewish people living there, but 75 years of a state of emergency, a permanent draft to serve a permanent war is the opposite of safety and flourishing. It couldn't be more obvious. You're sacrificing your children. There are no good outcomes from service in the IDF - death, maiming, injury or else they come home murderers.
The draft dodgers and refusers are the only ones potentially saving the country. It's not too late to join them. Save your son and his friends, tell them to desert. Even jail is safer for body and soul than the army.
